Important notes about Raiden
Raiden is a very strong character and besides her normal build which gets better at C2 or C3, she can be used with full Elemental Mastery, both build will be explained below.
SKILLS
Elemental Skill:
When characters with this buff attack and deal DMG to opponents, the skill will unleash a coordinated attack, dealing AoE Electro DMG at the opponent's position. Characters who gain the skill buff will have their Elemental Burst DMG increased based on the Energy Cost of the Elemental Burst during the Eye's duration. The skill can initiate one coordinated attack every 0.9s per party.
At Lv10
- Skill DMG: 199.24%
- Coordinated ATK DMG: 71.40%

- Elemental Burst DMG Bonus: 0.3% Per Energy
- CD: 10s
Elemental Burst:
Deals one initial AoE Electro DMG hit, then her Normal, Charged, and Plunging Attacks will be infused with Electro DMG, which cannot be overridden. When such attacks hit opponents, she will regenerate Energy for all nearby party members. Energy can be restored this way once every 1s, and this effect can be triggered 5 times throughout this skill's duration. While in this state, the Raiden Shogun's resistance to interruption is increased, and she is immune to Electro-Charged reaction DMG. While her burst is active, Raiden Shogun's Normal, Charged, and Plunging Attack DMG will be considered Elemental Burst DMG.
The effects of her burst will be cleared when the Raiden Shogun leaves the field.
Resolve Stacks When nearby party members (excluding the Raiden Shogun herself) use their Elemental Bursts, Raiden Shogun will build up Resolve stacks based on the Energy Cost of these Elemental Bursts. The maximum number of Resolve stacks is 60. The Resolve gained will be cleared 300s after the Raiden Shogun leaves the field. The damage of her burst will go up based on the resolve stacks.

Pasive 1: Mora expended when ascending Swords and Polearms is decreased by 50%.
Pasive 2: When nearby party members gain Elemental Orbs or Particles, gains 2 Resolve stacks. This effect can occur once every 3s.
Pasive 3: Each 1% above 100% Energy Recharge that the Raiden Shogun possesses grants her: 0.6% greater Energy restoration from her Elemental Burst, and 0.4% Electro DMG Bonus.
NORMAL BUILD
Raiden will batery your team and dish good damage on field with her elemental burst, this will become very strong if you get her C2 or C3.

Teams are not limited to the above, Raiden is very versatile but works wonders on those 4, keep in mind C2/C3 will be more noticeable on teams focusing on powering Raiden.
Talent priority/setup
Raider’s damage comes from her burst, taking that into consideration, her talents should go like this:
- Elemental Burst: lvl 9 o crowned
- Elemental Skill: lvl 9, can be crowned but not required
- Normal Attack Skill: Can be skipped or add some levels if you want, but is not needed.
Attack combo pattern
During burst you can go and just hit normal attacks but if you are able to input her best combination without interruption will be:
(Normal attack X3 + Charged attack) Repeat 3 times followed by 1 Normal attack and 1 Charged attack
ELEMENTAL MASTERY BUILD
Now moving to the second build, this is focused on only using her Elemental Skill to trigger Hyper Bloom reactions.
Taking how good the normal build is, and how this keeps Raiden off field most of the time, people tends to not pay attention to this build, but considering the long duration and 100% uptime of her Elemental Skill, and taking advantage that is a coordinated attack, it triggers Hyper Bloom better than anyone else so far in the game.
If we compare it to Kuki both are the best Hyper Bloom triggers, having Kuki with the huge advantage that she can also heal, however, Raiden has the advantage of being able to trigger them at long distance and with better uptime, in the end is an option to play in case you need to or in case you want to give it a try.

How it works
Sands, Cup and Crown needs to have Elemental Mastery as main stat, Flower and Feather should aim high Elemental Mastery if possible.
Other points to consider:
- She can go in almost any Hyper Bloom team.
- The few requirements are high Elemental Mastery and keep her Elemental Skill active.
- No need to activate her Elemental Burst.
- No need to level up her talents.
