Tank champions are an issue after level 6, but anywhere before that you actually hold an advantage as your long trades are stronger and your abilities way faster, but ban Poppy, she'll disrupt your trading pattern hard and thus it's a pretty unwinnable matchup.
Against tanks you gotta stick to a classic Auto + Q + Dash + Auto + E + Dash + Auto + Q + W + Dash to trade in lane, in the case of champions like Mundo and Tahm, play close to the wave so they have a harder time hitting Qs, which is the source of most of their damage. Remember you use no mana, so try and whittle them down little by little until they're on a kill threshold or OOM.
In the late game your scaling is usually worse, play around objectives and finding a high value target with your ult and burst them down, your job isn't to kill the tank, leave that to the ADC, you're looking for skirmishes and dives, and you do those very well, just remember once you commit to an ult, you're in for real and there's no way out, so make sure you know when to land it.
