Noxus hasn't really shined since the Samira/Naafiri comp, that basically means Morde is not being contested (bottom 3 pick rate of cost 4 units), so we should be able to hit it fairly easy.

When to play Noxus

We are aiming to a high cost carrys, so we really need a strong early board, hitting an early Swain 2 should be enough.
HighRolling a Mordekaiser at level 5-6 while holding economy.
If we activate Noxus in 2-1

EARLY GAME

We want to hit Noxus 3 as early as possible to start staking the bonus stats. Warwick is our Mordekaiser holder so we put items on him, if we don't get Swayn we can use Sett as holder to have Juggernauts active.

MIDGAME (without Mordekaiser)

If we dont get a Mordekaiser we can Play Juggernaut 4 and with Challenger and the Zaun chem-mod on Warwick we should be fine.

IMPORTANT → Don't sell the Cassiopeia or the Swayn, leave them in your bench.

MIDGAME (with Mordekaiser)

As we aproach level 7 we want to activate Noxus 5 and Strategist to have some extra tankiness, if happen to get a Sion just go all Noxus board.

IMPORTANT → Don't sell the Cassiopeia, leave her in the bench.

Level 8 or 9?

We dont really need to push to level 9, but most of times rolling at level 8 for Cost 5 units isnt worth it, so you should ALWAYS go to level 9 if your missing the Aatrox or the Sion.

So we roll at level 8 for the Mordekasier 2 and then go to level 9 looking for the Aatrox and Sion.

TIPS

Always use Twisted Fate legend, because we need 2 Rapid Fire Cannons on Mordekaiser and Pandora's Items is what enables us to secure them.
Noxus 9 is Insane, but we require 2 emblems for that, so if you have a match where you think getting them is doable, go for it.
Swayn works fine being level 2, you don't need him level 3 and neither should waste gold looking for him (he is one of the most contested units).
Itemization priority should be Morde>Swayn>Aatrox>Sion.
