Dont worry about something being in lower tier because all of characters in genshin are playable even in 12* Abyss!
About the Tier List!
Collei is good if you dont have any dendro character, Baizhu is better YaoYao in bloom teams and as Kaveh main if you dont have Nilou - dont play him - even if you have Nilou you still shouldn't play him.
