Nilou is a 5⭐ Hydro character who bases her kit on bloom (Hydro+Dendro) its damage scales with HP so this will be the stat you need to focus on. She is a very strong character but unfortunately she has few teams to play on and you will need a healer to limit the damage caused by the Dendo core explosions.
Since we need a lot of HP on her we don't have many alternatives with weapons.
