Hello! I'm Frobei and I've been challenger multiple sets including Set 9.
I will give you multiple examples of comps you want to build around Rogues in this guide. This will include variations with Slayers or Ixtal. It's important to recognize which variation suits your game based on your items, augments or unit you find in your shops.
BASIC ROGUE REROLL (lvl 7 board)

This is the basic version: 4 Rogue 4 Slayers. You mainly want to play this comp if you don't have any emblem or if the Ixtal element doesn't give a hex in the frontline. Be careful because this is also the weakest version of all of them. Ekko can be the carry next to Qiyana if you find Ekko 3 instead of Katarina and you can add Zaun at lvl 8 for Ekko
VARIATION WITH A ROGUE EMBLEM (lvl 7 board)

If you have a Rogue emblem then you'll want to give it to Mordekaiser who's an excellent Rogue. In that case, you can either: reroll Katarina at lvl 7 and stuff her or keep your items for Mordekaiser and push lvl 8 to find Sion. So until late game you'll have two carries: Qiyanna and Katarina or Qiyanna and Mordekaiser
VARIATION WITH A SLAYER EMBLEM (lvl 8 board)

If you have a Slayer emblem then you will want to give it to Katarina and play with 6 Slayers / 4 Rogues. Reaching 6 Slayer is a huge power spike because it grants +40% damage to all slayers and up to +80% if they target units below 66% HP
VARIATION WITH TWO EMBLEMS (lvl 7 board)

If you have two emblems (let's say 1 rogue and 1 slayer) then you can reach the 4 Rogues / 6 Slayer power spike at lvl 7 and this is much much stronger than the previous version that requires you to reach lvl 8 before reaching this powerspike.
BACK UP PLAN (board lvl 7)

Let's say you wanted to play Rogue but you are heavily contested on Qiyana or you simply can't find Qiyana at all but instead you find Jayce then you should consider this comp. Piltover is clearly not mandatory to have to play it, in fact, you'll remove Vi for Sion as soon as you find him.
Make sure to reroll at lvl 7 for Jayce 3 and Ekko 3 before pushing lvl 8.
GAMEPLAN
To play any rogue comp I showed above, you'll most likely follow this gameplan
Stage 2
- If you decide to play Rogue because you hit some rogues / have nice items or have nice augments then you'll most likely want to lose all the fights on purpose to have priority on the carousel (and get more gloves) and stack up your econ faster
- Scout every turn to be sure you will maintain that loss streak and check if people will contest you or not
Stage 3
- Push lvl 6 at stage 3-2 and roll to find Qiyana 2 with 4 rogues and another Slayer (see example below)
- Once you stabilize your board (meaning you win against most people), stop rolling and save your gold back to 50
- Every turn, you'll use the extra gold above 50g to roll for Qiyana and other rogues
Stage 4
- Usually, at this moment you should not be too far from finding Qiyana 3
- If you are far from Qiyana 3*, consider the Jayce / Ekko backup plan
- If you are very close then roll down to get your Qiyana
- Otherwise keep slow rolling until you hit Qiyana 3
Stage 5
- If you don't have Qiyana 3 by this moment you'll most likely die this stage
- If you have her, push lvl 7 and apply the same slow roll strategy to find Katarina 3 or Ekko 3
- Don't push lvl 8 until you find Qiyana and Katarina 3
Typical lvl 6 stabilized board (lvl 6)

AUGMENT TIER LIST
LEGEND TIER LIST
URF allows you to access easily to more items and Rogue or Slayer emblems which are valuable. On the other hand, Veigar has simply the best augment possible for Rogues: Jeweled Lotus and for this reason, he's an excellent choice to pick if you want to force Rogues.
