Rat Town
In this guide I will explain a different approach you can take for Rat Town, one of the new Bilgewater Regions in Set 9.5:
Starting at stage 2, Lucky Shops appear randomly once per stage. These feature units tailored to your army's active traits.
This region has a lot going on, so to fully understand it we have to answer two questions:
When does the tailored shop appear?
In short, the tailored shop can appear at any time, except for Stage 2-1, 3-2 and 4-2. Since these Stages are already crowded with the Augment Selection, it is not possible for the tailored shop to overlap. Outside of those, there will be one tailored shop at every Stage at random and it will appear at the same time for every player.
How are the shops tailored?
The game will check any traits you had on your board in the previous round. It does not matter if those traits were active or not. Your shop odds are determined by your current player level and the game can only offer you units that match the traits that you are already playing.
Example 1
Let’s assume you are level 4 in Stage 2-2 and have Samira, Cassio, Irelia and Swain on your board.
In Stage 2-3 the lucky shop appears. The Shop rolls Tier 1, Tier 2, Tier 2, Tier 3, Tier 1.
The traits you have currently on your board are Noxus, Challenger, Invoker, Shurima, Ionia, Strategist and Sorcerer.
In Tier 1 you can receive Samira, Cassio, Irelia, Malzahar, Milio, Orianna, Renekton and Jhin.
In Tier 2 you can receive Swain, Warwick, Naafiri, Soraka, Galio, Taliyah and Sett.
In Tier 3 you can receive Darius, Katarina, Karma, Miss Fortune, Taric and Vel’Koz.

The Rat Tech
Keep in mind that the following is a very unconventional way of playing the game and not necessarily an ideal way to gain LP.
Since we know that the lucky shop can only offer units based on the traits we have on our board and we know there will be one lucky shop in every Stage, this gives us room to manipulate the odds in our favor.
Let’s assume you are done with the Stage 2 carousel and you have lost your first three fights. You want to continue the losing streak until Krugs to maximize your economy. So far the lucky shop has not appeared yet, which means it will appear either in Stage 2-6 or 2-7.
In this position you can sell your board and only play a single unit. This way you can force a specific unit in the tailored shop as long as you long as the shop rolled the correct Tier.
Example 2
You sell your entire board and only place Swain. He has Noxus, Strategist and Sorcerer as his traits. If the tailored shop rolls Tier 1 you will receive Cassio, Malzahar, Samira or Orianna. However in Tier 2 you can only receive Swain. There are no other Strategist or Noxus units available. In Tier 3 you can receive Miss Fortune, Katarina, Darius, Taric or Vel’Koz.
Technically you can do the same strategy in Stage 3 to give yourself to collect a specific Tier 2 or Tier 3 units, but it does require you to sell your entire board, since the units on your bench would otherwise move in automatically and ruin the setup. For now the best use might be in a Stage 2 lose streak, since you don’t have a lot to lose anyways.

Final Tip
As a final tip for this region, you can change up your board for Krugs and Wolves with specific units in case the lucky shop rolls at the beginning of the Stage. You don’t have to prepare in Stage 1-4 since the shop cannot appear in Stage 2-1. In the same spirit you can run whatever board you like in Stage 3-1 and 4-1 to prepare for the Augment selection, since the shop can’t appear at the same time as the Augment selection.
